Good Design, Adequate Parking and Low Density

Summary

The Steering Group concluded that, whilst views on the desirability of further development are mixed, design is regarded as highly important. Feelings run high on parking and density because of their perceived impact on design.

The clear message from these replies is that any new development is more likely to have the support of existing residents if it is designed to enhance the appearance of the Parish, if it takes modern car use into account and is built according to principles of sustainability. There is recognition that lower cost housing is quite or very important.

There is strong resistance to schemes that result in dense building plots.

Maintaining the Character of the Parish

In the last Parish Plan, drawn up for Elmley Castle in 1972, it was stated that:

  • The siting and design of new buildings should reflect the character of the older part of the village;
  • Architectural features characteristic of the village scene should be incorporated in the design of new development;
  • The layout of new development should have a rural rather than a suburban appearance (informal grouping of houses, liberal introduction of incidental open space, tree and shrub planting).

Was the 1972 advice heeded?

A majority think it has been heeded in part but only 12 respondents (5%) that it has been thoroughly heeded.

Should it have been?

The majority – 60% – think it should have been heeded thoroughly. Only 2% think it should have been ignored.


Parking

Almost half (48%) of respondents think that there are roads regularly blighted and rendered dangerous by parked cars. All of the places cited are in Elmley Castle and they are:

  • By the School at start & end of the school day (mentioned 31 times)
  • Main Street (31 times)
  • Cornmill (21 times)
  • Besscap (8 times)
  • Lower Hill Lane (6 times)

The Police have said that they are not particularly concerned about the parking around school times, because drivers can see "the chaos" well ahead and do take care as a result.

In Main Street Elmley Castle, there is a dilemma: having fewer parked cars greatly improves its appearance, but also encourages drivers to increase speed.

Parking

There is concern that parking in Cornmill is dangerous, and that this will be made worse during the proposed development of the garage area by Rooftop in the near future.

The issue at Besscap is a well known concern but not perceived as urgent by the Police. In Hill Lane, the issue is almost entirely one of aesthetics.


When considering applications to build one or more new houses in the Parish, our Councillors and Planning Officers should rank the following factors:
